It is common knowledge that legislation (and tribunals) generally favour tenants. Victorian legislation - and their recent amendments - and VCAT are definitely no exceptions. It is the general perception that the "landlord" is financially better off and the general assumption that he has no shame in ripping off tenants. Even legislative provisions that are for the benefit of the landlord are often ill-administered or unenforced. This ironically impacts the middle class motivated low-middle income investor or rent-vestor more than investors in the top income bracket who can more easily absorb any losses that result from these issues. It can even be argued that these policies help maintain and even widen income disparity.
